PROVINCIAL BUDGETS OF SIVAS (1913-1917)

Özet

In the Ottoman Empire, the provinces had the right to make their own budgets on the basis of the law enacted in 1913. Provincial budgets were prepared by local administrators in accordance with the procedures specified in the law to meet basic local needs. The budgets contain useful information for understanding the social and economic details regarding the late Ottoman period. In this article, Sivas province budgets that we found in the Ottoman archives for the five-year period (1913-17) were analyzed. The budgets had items such as education, health, infrastructure investments and various economic services. When the budgets were examined as a whole, it was seen that a significant amount of resources were allocated for education. In addition, there were priorities such as the maintenance and construction of roads, the development of agriculture and stockbreeding, the improvement of health services, and the protection of orphans. When deemed necessary, there could be changes or transfers between the budget allocations. Due to the effects of the war and inflation, allowances of orphans and wages of public employees were increased. It can be said that the services carried out with the provincial budgets have similarity with the activities of today's special provincial administrations.
