Legislatures' power of purse is sine qua non condition for the democratic governments. Legislature's power of purse depends on a number of elements such as institutional and political structure, traditions, constitutional power of legislature, legal budgetary process and some country specific factors. The aim of this article is to explain the level of the power of the purse of Turkish Grand National Assembly (TGNA) and to determine which factors affect this power. In this sense, de jure and de facto power of TGNA's in the budgeting process is analyzed by using several indicators to describe differences in legal frame and implementation. The subject is also examined in terms of Turkish political structure, international factors and features of parliamentary systems.
