The purpose of this qualitative study is to examine the education administrators in terms of their leadership roles
and the methods and processes of training them in Russia by comparing with Turkey. For this purpose, the study
adopted a meta-synthesis research design. In the study, 30 studies were selected from Google Scholar, EbscoHost,
SpringerLink and CyberLeninka databases. Then, in accordance with various inclusion-exclusion criteria and
research purpose, 8 articles and 2 papers were determined. Based on the analyes, it was observed that the
administrators in Turkey and in Russia had different demographic, statistical and legal characteristics. Although both
countries show similar characteristics in terms of the methods and processes of selecting and training
administrators, it is thought that some practices carried out in Russia can serve as an example. According to the
results, it is understood that although there are theoretically effective and productive innovations in both Russia and
Turkey, there are practical deficiencies in both countries and the conditions that cause this deficiency differ for the
two countries.
