Purpose: This work demonstrates the implementation of Community-oriented primary care (COPC) training as a foundational step in developing public health capacity in Azerbaijan. Theory COPC is a strategy that integrates primary care and public health to address prioritized health problems of a defined community.

Methods: Three face-to-face workshops were organized between November 2022 and April 2023. The initial workshop focused on practicing COPC in Shamakhi, a rural district with a population of 105,200, served as a pilot to adapt the training materials for the Azerbaijani context and was attended by 12 mid-level health system managers. The second workshop involved 20 participants selected as the public health capacity group and utilized data from Hovsan, a semi-urban settlement with a population of app. 60,000. The final workshop targeted Nesimi District, a large urban neighborhood in Baku with a population of app. 300,000. A self-evaluation form was used to evaluate the training where participants anonymously rated their competency in community characterization, interpreting health indicators, prioritization, detailed assessment, intervention planning, and evaluation using a Likert scale from 1 to 10.

Findings: In total, 58 representatives of national health partners participated in the COPC training. For all six items of the self-evaluation form, the scores given at the end of the training were higher than the initial scores (Wilcoxon test p˂0.01 for all six items).

Discussion: COPC training is a helpful method for teaching essential skills to address the health problems of a defined community. It empowers participants to integrate existing experiences with new knowledge and skills.
