For the Ottoman State, the Mudros Armistice of October 30, 1918, which ended World War I, was actually the main cause of the National Struggle Movement. For the invasions based upon the truce caused the birth of a great resistance movement under Mustafa Kemal Pasha's leadership in Anatolia and the Republic of Turkey was founded as a result of this struggle. Accordingly, the three-person delegation consisting of Rauf Bey (Orbay), the Minister of Navy, Resad Hikmet Bey the Undersecretary of Foreign Affairs and Sadullah Bey, the Chief of Staff Commander, who were assigned to negotiate a very important armistice such as Mudros Armistice, were undoubtedly aware of the importance of this ceasefire that they would sign. In this context, the study aims to examine the life of Resad Hikmet Bey, the Undersecretary of Foreign Affairs, who took place in the delegation assigned to negotiate and sign the Mudros Armistice, and his career as diplomat and statesman, in particular, focusing upon his activities during the Mudros Armistice. Resad Hikmet Bey began his career as a civil servant in the Office of Foreign Correspondence, and was raised to this position of the Undersecretary of Foreign Affairs, by performing the duty of translator for Prime Ministry and undersecretary of embassy. Hikmet Bey, who participated in the Mudros Armistice negotiations, served as the Speaker of the last Ottoman Parliament. He lost his life during this task, on February 28, 1920. In this context, it will be the main purpose of the study to reveal the life of Resad Hikmet Bey, who signed the Mudros Armistice as the second delegate, especially his political and bureaucratic identity.
