Özet

Biz; “ilim Çin’de bile olsa alınız” düsturuyla hareket eden bir medeniyetin temsilcileriyiz. Buradan hareketle bu çalışmada temellerinin Osmanlı Devleti döneminde atılan ve Cumhuriyetin ilanıyla birlikte Mustafa Kemal Atatürk’ün de devam ettirerek “1416 sayılı” kanunla yetişmiş insan gücünü karşılamak için ecnebi memleketlere öğrenci gönderdiği, bugün “Yurtdışı Lisansüstü Öğrenim Bursluluk Programı” hareketi olarak nitelendirilen, kısa adıyla YLSY eğitim programı, Atatürk’ün eğitim anlayışıyla çerçevelenerek ele alınmıştır. 

We are representatives of a civilization that acts with the principle of “seek knowledge even if it is in China”. Starting from this point, in this study, the education program, which was established during the Ottoman Empire and continued by Mustafa Kemal Atatürk with the declaration of the Republic and sent students to foreign countries with the law numbered “1416” to meet the trained manpower, and is today called the “Overseas Postgraduate Education Scholarship Program” movement, or YLSY in short, is discussed within the framework of Atatürk’s understanding of education.
