Özet

  • Öz: Toplumun siyasi bakış açıları, idari mekanizmaların çizdiği ölçüde etkin olabilmekte ve Siyasi iradelerin karşılık bulabilme, uygulanabilme ve sürdürülebilmelerinin şekli sınırlılıklarını idari yapı ve süreçler belirlemektedir. Devletin şekli, seçimler, siyasi örgütlenmeler ve bunların arasındaki ilişkiler siyasi iradeye ve yönetimsel alana doğrudan etki eden ana unsurlardır. Bu nedenle bu makalede; yürütülmüş olan politikaların kapasite ve ölçüsünü belirleyen idari yapıya değinilmiş, Kıbrıs Türk Federe Devleti (KTFD) ve Kuzey Kıbrıs Türk Cumhuriyeti’nin (KKTC) kuruluşu ile birlikte 1976’dan günümüze kadar yapılmış genel seçimler ve meclise girmeye hak kazanan, yani % 5’lik seçim barajını geçen partilerin, oy oranları tek tek belirtilmiştir. Ayrıca 1976’dan itibaren yapılmış olan Devlet Başkanlığı seçimleri de tek tek ele alınmıştır. Seçim sonuçlarıyla paralel olarak Kıbrıs Türk siyasal yaşamı da tarihsel olarak ele alınmış ve bunun ışığında seçim sonuçlarını etkileyen iç siyasetin ülkeye ve Kıbrıs sorununa tesiri irdelenerek bir çalışma yapılmıştır. 

Abstract: The political perspectives of the society can be effective to the extent that the administrative mechanisms draw, and the administrative structure and processes determine the limitations of the way political wills can be reciprocated, implemented and maintained. The form of the state, elections, political organizations and the relations between them are the main factors that directly affect the political will and administrative area. Therefore, in this study; The administrative structure that determines the capacity and extent of the policies to be carried out has been mentioned, With the establishment of the Turkish Federated State of Cyprus (TFSC) and the Turkish Republic of Northern Cyprus (TRNC), the general elections held since 1976 and the vote rates of the parties that were entitled to enter the parliament, that is, passed the 5% electoral threshold, were stated. In addition, the Presidential elections, which have been held since 1976, are also discussed one by one. In parallel with the election results, Turkish Cypriot Politics has also been dealt with historically and in the light of this, the course of the election results and therefore the effect of the Turkish Cypriot Political Life on the Cyprus Issue has been examined, and this study has been put forward.
