Abstract

The legislature’s power of the purse is sine qua non condition for democratic governments. The legislature’s power of the purse depends on a number of elements such as institutional and political structure, and traditions, constitutional power of the legislature, legal budgetary process and some country specific factors. The aim of this article is to explain the level of the power of the purse of Grand National Assembly of Turkey (GNAT) and to determine which factors affect this power. In this sense, de jure and de facto power of the GNAT in the budgeting process is analyzed by using several indicators to describe differences in the legal framework and implementation. The subject is also examined in terms of Turkish political structure, international factors, and features of the parliamentary systems.
