Abstract
In Turkey there is a centralized administration system. In this context, most schols have no autonomy and are subject to different regulations formed by the central government. The Turkish education system is orginized on the basis of 1) constitution of the Turkish Republic, 2) laws regulating education and instruction, 3) govenment programs, 4) national development plans, and 5) National education council.
