Abstract

Since the 1950s, most public institutions established to realize infrastructure investments in Turkey have been organized at regional level, which is incompatible with provincial system-based administrative structure. However, with the commercialization of infrastructure services in response to the neo-liberal policies of the 2000s, the elimination of these regional institutions has moved onto the agenda. In this article, the main characteristics of these regional institutions, the debates on the problems they have created for public administration, as well as the proposed solutions for their regulation will be examined from a historical perspective. Hence, the study will involve analysis of the institutional dimension of the change in the role of the state in the infrastructure sector and will argue for the direct relationship of this change with the particular pattern of capitalist development in Turkey.
