Özet

Ulusçuluk akımı ve ulus-devlet modeli Batı Avrupa ülkelerinin ekonomik, siyasi, kültürel birikimi sonucu hayata geçmiştir. Ancak, çıktığı bölgeyle sınırlı kalmayan bu akım, yayıldığı bölgelerin ekonomik, siyasi, kültürel birikimi ve o dönemin koşullarından dolayı farklı bölgelerde farklı yöntemler ve farklı sonuçlar ortaya koymuştur. 19. yüzyılda Balkanlar bölgesinde, egemenliğini ve bağımsızlığını kaybetmeye devam eden Osmanlı Devleti yönetimi altında yaşayan farklı Balkan halkları da dönemin koşullarında kendi gelecekleri için çözüm yolu olarak ulusçuluk akımını tercih etmişler ve kendi ulus-devletlerini kurabilmek için kendilerine göre farklı yöntemler seçmişlerdir. Ancak bu durum özde değil ayrıntıda bazı farklılıklar ortaya koyabilmelerine yetmiştir. Amaçları kendi ulusal devletlerini kurmaktı. Sonuçta birbirlerinden farklı noktaya gelememişlerdir. Kendi içlerinde farklı ulusalcılık örnekleri ortaya koysalar da ekonomik, siyasi, kültürel birikimleri ve dönemin yayılmacı- sömürgeci devletlerinin doğrudan veya dolaylı destekleriyle Osmanlı Devletine karşı giriştikleri ulusalcı hareketler bağımsız birer devlet olmalarına yetmemiştir. Bu çalışmada, 19. yüzyılda Balkanlarda Sırp, Yunan, Bulgar ve Türk ulusal hareketlerinden örnekler verilerek dışa bağımlı bir ulusçuluk akımının bağımsız ve egemen bir ulus-devlet ortaya çıkaramayacağı görüşü üzerinde durulmak istenmektedir. Bu amaçla, konu hakkında farklı görüşleri içeren ulusçuluk, Osmanlı, Balkan, Türk ve Avrupa tarihi ile ilgili çalışmalardan yararlanılmıştır. 

Nationalism and the national state system is the product of the economic, political, cultural inheritance of the Western European countries. This trend which was not pressed in the region where it was developed produced different methods and different results in the different regions because of the differences of the economic, political, cultural inheritance of those countries and because of the condition of that period. In the Balkans, during the end of the 19th century, different Balkan people under the reign of the Ottoman State which was continuing to loose the sovereignty and independency preferred the nationalistic way as a solution for their future and chosen different methods in order to establish their own national states. However, these differences were not in essence but only in details. The aims of these Balkan nations were common: to establish their own national states. But at the end, they could not be in so different point: They put different kinds of nationalistic examples but these national movements were not strong enough to establish the system as an independent state, no matter these people had economic, political, cultural inheritance and political and economic supports of the imperialistic states. In this paper, it is aimed to insist the idea that it is not possible to establish an independent and sovereign national state with a nationalist movement dependent on foreign countries and aids. To show this, the examples of Serbian, Greek, Bulgarian and Turkish nationalist movements during the 19th century are dealt by using different sources dealing with the Ottoman, Balkan, Turkish and European histories and with the nationalism reflecting different ideas on the subject.
